      At each state, as per current administrative procedures, all District Collectors' jurisdiction boundaries should be expanded according to count of castes and on basis of population census in each caste.

      After completing the procedure as aforesaid at every expanded area, Caste wise states should be framed and as well as State Caste wise Governments would be formed.

     As such for CM post, one member from each caste will be selected for each State caste wise government.

     All District Collectors will be promoted as Secretaries to Government from present position. Thus all District Collectors posts will be removed from entire administration.

      All caste wise states will be united with their related class as one that's as (SC ST BC etc) Class wise Government. Class wise Government will be associated with State caste wise governments and run under Central Government's control.     

      For each Class wise Government as Joint PM, a member will be selected from any of castes on Class wise basis.

     All powers existing now with State governors will be transferred under the jurisdiction of  Joint PMs.  That's Joint PM will take in-charge the powers of a State Governor.  

The main and very important services of new state wise regimes: 

   For the crimes related with raping, untouchables and as such anti society crimes either on basis of castes and religious differences or by other illegal practices --

a)   The State Caste wise SC or ST Government concerned  that which belongs to the caste of the victim or victims  will attend the case to punish the criminals beyond caste and religion according to law and order simultaneously.

b)  The State Cast wise MBC BC or OCs' Government belongs the culprit's cast can't be involved on any means to safeguard criminal/criminals who did the crimes against to SCs and STs as aforesaid.

--  Thus all the anti society crimes as such raping, untouchable  etc. will be brought to end by the Caste wise SC, ST Governments and as well as via giving supports by other MBC BC and FCs governments too as per constitution of India.

     Further all sorts of reservations as such in education jobs etc will also be brought to an end.  All States castes wise governments will remove the current reservation policies in due course.
